Research Scientist SR,

Dr. Goetze has formal training in economics and practical experience applying economics to address a variety of education and health policy issues.  Dr. Goetze has successfully completed a variety of state and local program implementation, child and family outcomes, cost and finance education and health evaluations for over 20 years.  She has experience with a variety of evaluation methods including Cost-Benefit, Cost-Effectiveness Analysis, and Economic Impact Analysis.  She has also developed funding formula for states seeking to balance equity and efficiency concerns in the delivery of education and health services for children with disabilities and for students at risk of delay. 

 Dr. Goetze also has experience applying Regression Discontinuity Design, Randomized Experimental Trials and studies using other qualitative and quantitative methods in her education policy work. Dr. Goetze has extensive relevant evaluation and project management experience with longitudinal education studies including overseeing the collection of child assessment and classroom data. 

Dr. Goetze, is an Economist at the Center for Persons with Disabilities.  She  is primarily involved in evaluation projects with a financial component and is currently the Project Co-Director for the Start Smart New Mexico K-3 Plus Study.  She was successful in bringing this very prestigious innovations in education grant to Utah State University.   Dr. Goetze is also the economist for the new Goals 2 project.  She brings her unique economic training and skills to examine the costs of web accessible design breaking new ground in the area of web accessibilty for persons with disabilities. Dr. Goetze has completed many local, state and federal education and health evaluations, effectively working with local administrators, teachers, a variety of service providers and families to conduct those evaluations.
