In 2014 the Centers for Medicare and Medicaid Services issued a final rule regarding Home and Community Based Services (HCBS). Utah providers will need assistance and training in order to comply with the rule, however, the state has not been proactive in its efforts to educate or provide technical assistance to providers. As a result, many service providers do not understand the settings rule and do not have the tools they need to come into compliance. The objectives of this project are to address this training gap by 1) Developing and delivering an HCBS training to educate and provide technical assistance for HCBS stakeholders; 2) Provide 12 on-site visits for HCBS providers throughout the state with follow-up technical support and training; and 3) Develop methods of ongoing support to effectively implement and utilize the training materials developed using webcasts and individual technical assistance. Experts in the field of HCBS will educate and provide technical assistance focusing on residential, non-residential settings, and community and consumer engagement and best practices.
