Rafael Gutierrez is from the Dominican Republic. He is a graduate student doing a Ph.D. in Instructional Technology. His bachelor degree is in languages. He speaks Spanish (native speaker), English French, Portuguese, Italian, and Sign Language. He has been working in D.R. as Language Supervisor for the School District of Salcedo, D.R. for 11 years.

His job at the CPD is to be a Hispanic Liaison for the Hispanic families receiving services in the Up To 3 program. The reason He decided to be employed in this department was his passion and commitment to help those in need and contribute to keep children smiling and happy as well as to help families to be strong and safe.
