Tax Credit House Bill

Representative John Dougall(R) is sponsoring HB 184 which creates a tax credit for dependent adults with a disability or a dependent child with a disability similar to the double deduction that was eliminated under income tax reform. This credit would only be available to low income families whose disabled family member qualifies for DSPD services, or attends the Utah School for the Deaf and Blind, or has an IEP, or is a young child getting Early Intervention Services.

The bill will be debated on the floor of the House of Representatives this Thursday morning, March 3, 2009.

After some changes Senate Bill 43, or Clay’s Law, will “amend the Accident and Health Insurance part of the Insurance Code to provide coverage for treatment of autism spectrum disorders.”  The highlighted provisions will “define terms; require that a health benefit plan shall provide coverage for treatment of autism spectrum disorders; grant rulemaking authority to the Insurance Commissioner; describe minimum coverage amounts and limits for the insurance coverage required by this bill; and provide for annual adjustment of the coverage amounts described previously, based on the Consumer Price Index.”  The bill passed its third Senate reading and has been introduced in the House.

Its chief sponsor is Howard A. Stephenson of Draper, Utah.
